Amid the declining influence of performance evaluation standards rooted in the mainstream Western publishing model of the <italic>“Global North,”</italic> the study explores the principles of organizing regional scientific systems in major research centers of the <italic>“Global South,”</italic> defined by geopolitical and linguistic boundaries—namely, China, Brazil (and Latin America), India, and South Africa (and, more broadly, the African continent). Special attention is given to the role of regional open-access platforms in addressing the asymmetry of scientific knowledge visibility. The review reveals systemic manifestations of the impact of Anglocentric scientometric standards on local academic practices, as well as an emerging trend toward strengthening national digital platforms in promoting the principles of <italic>open science</italic>. Recommendations for Russian science policy are formulated.</p></abstract><trans-abstract xml:lang="ru"><p>Рассмотрен опыт стран БРИКС, накопленный в ходе разработки и внедрения цифровых наукометрических платформ в региональную инфраструктуру академической коммуникации и обращения научного знания. В условиях ослабления влияния стандартов оценки научной результативности, закрепленных западной издательской моделью мейнстрима (<italic>«Глобального Севера»</italic>), рассматриваются принципы организации региональных научных систем в мировых научных центрах <italic>«Глобального Юга»</italic>, определяемых внутри геополитических и языковых границ: Китае, Бразилии (и странах Латинской Америки), Индии и ЮАР (и на африканском континенте в целом). Особое внимание уделено роли региональных платформ открытого доступа в преодолении асимметрии доступности научного знания. В результате обзора выявлены системные проявления влияния англоцентричных наукометрических стандартов на локальные академические практики, а также тенденция к усилению роли национальных цифровых платформ в распространении принципов <italic>«открытой науки»</italic>.
